EU Legislative Process on the Gigabit Infrastructure Act

The Challenge:

During the EU legislative process on the Gigabit Infrastructure Act (GIA), political momentum emerged at times that would have led to structural discrimination against tower companies solely based on ownership structure. Some large infrastructure providers risked significant regulatory disadvantages compared to direct competitors. At the same time, the sector faced the threat of overregulation, which would stifle investment and slow down mobile network roll-out.

Our Approach:

  • Early identification of critical passages in the draft law and their impact on different business models
  • Development of a consistent, economically and politically robust narrative
  • Building a transnational coalition of stakeholders as part of a campaign – including market players, associations, and supporters in various EU member states
  • Continuous, targeted communication throughout the legislative process – especially around the trilogue negotiations

Our Success:

The final GIA secures a balanced regulatory framework that applies equally to all tower companies – regardless of ownership structure.

We successfully averted both distortions of competition and excessive regulatory intervention that would have jeopardized investment conditions.

Instead, the GIA establishes a level playing field and includes strong safeguards against overregulation. It also anchors key measures to accelerate mobile roll-out – including digitalized permit procedures, simplified access rules, and binding deadlines for authorities.

This outcome was the result of an early, strategically designed public affairs campaign, built on consistent coalition building with a strong role for Member State actors.
