The Challenge:
In many parts of Germany, so-called “white spots” in mobile coverage persist – especially in structurally weak, rural, and border regions. To close these gaps, the federal government launched a funding program targeting precisely those areas where market-driven expansion reaches its limits. The challenge lay in navigating the complex funding landscape, identifying suitable sites, and securing the necessary political support.
Our Approach:
- Active involvement in the administrative process of the relevant funding directive
- Formation of an interdisciplinary project team to identify eligible measures and structure the application process
- Systematic outreach and dialogue with stakeholders at federal, state, and municipal levels
- Political positioning of projects, including involvement of regional decision-makers
- Internal coordination from site development to compliant implementation
- Design and coordination of impactful communication along political and administrative interfaces
Our Success:
Several funding projects were successfully initiated and approved.
The roll-out of new mobile sites based on public funding was not only a business success, but also a political success – made possible through forward-looking public affairs work, clear responsibilities, and coordinated alignment with government actors.
